Get it up, get it down

Intel has talked about its latest feature of Bloomfield Core i7 processors called Turbo, and this feature will overclock your CPU if there is some headroom for it.

We used to call it turbo, but the official brand for that will be Dynamic Speed Technology and this feature will automatically overclock your CPU if the thermals are right and if there is some headroom for it.

Your 3.2GHz CPU will end up faster, but this all depends from cooling you have and the case / environment situation. This was the last remaining secret of Nehalem generation Core i7 processor and now all we can expect are some real world performance numbers, which we are sure will follow shortly.
