New laws planned

The German government wants to send trojan horse software to people it considers to be terrorists.

The move is part of a package of anti-terror moves proposed by Interior Minister Wolfgang Schaeuble.

The idea is that the trojans would be carried in e-mails that appear to come from other government offices. It would then allow authorities to investigate suspects' Internet use and the data stored on their hard drives.

Schaeuble's spokesman said that the use of government-produced technology for spying on terror suspects "will cover a serious and scandalous hole in our information that has arisen through technical changes in recent years".
