Named G.E.C.K.

Fallout 3 fans will be happy to hear that Bethesda launched a Fallout 3 editor kit, named The Garden of Eden Creation Kit (G.E.C.K.).

The kit will let users create new and modify/edit existing buildings, towns, locations, dialogue, characters, weapons, and just about anything else in the game.

Furthermore, Bethesda even created a G.E.C.K. Wiki, a site containing everything you should know about the editor and which, at press time, contains 1,029 articles. So the resources are there, all you need to do is download the editor here and start editing away.
