The record was set by the MSI OC Team in Taiwan "TOPPC" and the module in question is a HyperX 4600 MHz Predator DDR4 8G (HX446C19PB3K2/16). The memory was overclocked on MSI's yet-to-be-released MEG Z590 UNIFY-X motherboard, paired up with Intel's 11th gen Core i9-11900KF CPU, running at 3.5GHz.
The new record was posted over at HWBOT.org.

This is the same memory that previously held the 7156MHz world record for the highest memory frequency and the same HyperX Predator DDR4 memory can be found in frequencies reaching 4800MHz with CL12 to CL19 latencies and in 8GB to 32GB single modules or kits ranging from 16GB to 256GB.
