A $43 will get you dual-core Atom 330 with 1.6GHz core speed, 533FSB speed and 1MB cache speed (two times 512KB per core). It fits the same boards as single-core Atom and it uses the same BGA 437 socket.
As you can see realistically this is a Q4 product rather than Q3, as Intel originally planed. The answer to your possible question is yes, Intel will be late.
