Overall you can expect the 3GHz Phenom X4 II 940 to end up about 20 percent faster than the currently fastest 2.6GHz Phenom X4 9950.

The additional 6MB of L3 cache will get you a performance increase of around 5 percent, while the IPC and core enhancements will get the performance up to three percent up, compared to the previous K10, Agena generation. If you compare 3GHz Phenom II to 2.6GHz Phenom 4 9950 you will get a 12 percent performance increase based on the clock speed.

Once Phenom II X4 move to DDR3 you should expect an additional 5 percent performance increase resulting with total 25 percent performance increase compared to the fastest Phenom X4 9950 with TDP at 140W.

The TPD of Phenom II at 3GHz is at 125W and this CPU will come unlocked and ready to overclock all the way to 4GHz on air. As you can see AMD did a good job, making its CPU much better than the previous design.
