Can I use 4 3870+2 cards in a motherboard that supports 4 pci express 16 slots?

I don't think so, well at least not with the current 3870x2s because they don't have enough crossfire bridges.

ATI Director who is in charge for Crossfire said that more than four chip wont go and even if it worked the performance increease would be marginal. I guess that 8 cards would be 5-10 percent better than four card and the price difference is enormous

Diminishing returns.
Unless they started to dedicate a processor just to handling the load balancing and driver interaction etc.
