If you pair up MSI's Radeon HD 4350 card with a Core 2 Quad QX9650 you will almost score 5400 points in 3Dmark vantage, which is quite a decent score from an entry-level card.

This will be the cheapest RV7x0 based card around, it should be able to let you play some basic games, and in the HD 4350 version it comes passively cooled. Here is how it looks.
