The European Commission can start by implementing a net neutrality act. If they accomplished doing so, they should implement a new law: Demand big internet service companies (Facebook, Google, Amazon, Microsoft, Apple, etc) that serve European customers to host data and private information on European soil. This should safe guard our privacy from foreign sovereignty. If the European Union really wants to work on privacy, start with the biggest privacy threat there is: The Internet. And drop that silly ACTA agreement.

The real 'dark ages' threat with digital media has been noted already and it is not about a polity failing to move to digital storage fast enough. The real problem with going all around digital is that the the MTBF of archival digital storage media (typically CD/DVD or tape) is measured in years - 10 years give or take. Acid free paper (the norm before the 1900's) and papyrus and clay tablets can last thousands of years. A "dark age" has been (IMHO correctly) called loss of memory of a civilization. So, what service do we do ourselves by putting all the data on the least reliable media we have available? Computers are great, I work in the biz, but they are not so far long term reliable for data storage.
