Why? The top-cards today are barely capped by PCIe 1.0! Almost all single-GPU cards lose >5% performance when there's only 8 PCIe 2.0 lanes available. SATA 6 GB/s is the same thing. USB3 actually helps, since some external hard-drives could exceed the limit of USB2.

While you are correct in that it is no barrier for current GPUs, some PCI-E storage solutions (e.g. the SSD RAID thingies) do use the bandwidth and might work faster with PCI-E 3. I imagine there are other users too.

Thanks* to the proliferation of console gaming you can forget about games making use of anything new in GPUs. The only way we'll see any of this new technology being used of it GPGPU applications start to take off. Fusion and Nvidia's cheaper GPUs might help make this happen, but it still very much in the air. This ignores the server and HPC market, of course: those guys will probably soak up all the bandwidth thrown at them. * I use that word in the most euphemistic sense.

it's not really a barrier, it just feels like Graphics companies haven't been able to utilize some technologies which could improve performance, when the new PCIe arrives they'll be making an effort to start pushing chips beyond the two fold for each generation, Nvidia promised a while back that GPU performance would increase around 500x over something like 5-10 years, obviously it's a bullshit statement but atleast now for the next few years this new PCIe will allow them to atleast have a go
