HTC has to release the source code for the G2 within 90-120 days of sale. Considering the phone is on back order due to the demand this gives time to the developers to sit down and crack it. If they don't crack the device they will simply wait for the source code and root it then. They get superuser permissions installed but as soon as they restart the device it resets to factory settings. T-Mobile's reasoning behind this move is cause they claim too many users were coming in with "bricked" phones which is absolutely false it was cause of the tethering option that Froyo offered and allowed rooted users to stream unlimited data using their phone.

Decent marketing strategy, but honestly, how many people are going to buy this phone to see if they can "jail" break it? My guess is that it will be hacked the day after release.
